Actually my street has the same messy setup with symbols. The postal rotation would make perfect sense for our weird chalk marks.

Hold up, you're onto something with the municipal schedule angle. If the triangle means Thursday, is that when bulk pickup happens on your block, or when the library bookmobile swings through? My old neighborhood had staggered trash days that would absolutely warrant a coded homeowner's board. How would you even begin to verify the pattern, though, short of staking out the street with a clipboard?
