Tried to grow tomatoes in a fabric pot on my balcony and the whole thing tipped over in a storm last Tuesday

Fabric pots are fine, you just didn't weigh yours down enough with rocks.

Last time I tried that I ended up with a half-ton of river rocks in a 10 gallon pot. The pot held up fine but my back didn't speak to me for a week. Might as well just plant directly in a gravel pit at that point.
