Bad grounds can cause all sorts of weird readings. It's worth checking the continuity on the main ground planes with a meter. What voltage were you actually seeing?

Had a buddy who chased a weird intermittent misfire for weeks on his old Civic. Turned out the ground strap from the engine block to the chassis was all corroded and barely hanging on. He replaced it with a fresh heavy gauge wire and dielectric grease on the terminals, and the car ran perfectly after that. Really drove home how even a simple ground can mess with everything from the ECU to the fuel pump.
