The 1972 Pfizer memo about fluoride that got buried hard

Was digging through a public health archive at the university library downtown and stumbled on a scanned internal memo from Pfizer dated March 1972. It basically lays out a plan to quietly push community water fluoridation while noting their own toxicity studies flagged risks for children under 5. That memo contradicts every public statement they made for decades after, so are we supposed to trust the media summaries or the original document I just read with my own eyes?
