Rant: People keep calling MKUltra a "one-off" experiment like it wasn't part of a bigger pattern

I was talking to this guy in a history forum yesterday and he swore MKUltra was just some rogue CIA side project that ended in the 70s. But I've been digging through declassified docs from the NSA and the Army too, and they all ran similar mind control programs with different code names. Project Artichoke alone ran from 1951 to 1967 and tested stuff like LSD on unwitting subjects, same as MKUltra. Has anyone else noticed how often people treat these as isolated cases instead of a coordinated push?
