Management picked budget mix over quality for a big pour

The surface is already spiderwebbing with cracks.

The highway overpass pour last year used premium mix and still spiderwebbed. Blaming the budget mix seems too easy. It could be the subgrade wasn't compacted right or they added too much water on site. I've seen good concrete crack from bad finishing work. Maybe management messed up more than just the mix choice. It's worth looking at the whole process before pointing fingers.

Adding too much water on site is another common mistake. Was there any oversight on the finishing work to prevent stress points?
