Why does every customer's home PC have 47 browser toolbars installed

I swear, last Tuesday I worked on a lady's Dell from 2019 and she had 14 toolbars in Chrome and 8 more in Firefox. She swore she never downloaded anything extra, but every time she clicked "next" on a free PDF converter or screen recording tool, she got another one. My question is, how do people just ignore their browser turning into a billboard? Has anyone else seen someone triple their toolbar count in one afternoon?

People just mash "next" until the popups stop. It's like they think the toolbars are supposed to be there.

Clicking next without reading is basically how half the internet got installed.
