Question about the water pressure in a new office building downtown

I was at the new 12 story office building on 5th Ave last week to look at a job. The whole place has these fancy, low flow faucets in every bathroom. But when I turned one on, the pressure was so weak it barely rinsed soap off your hands. It made me wonder, did they undersize the main supply line for the whole floor, or is it just a bad fixture choice? Has anyone else run into this with newer commercial builds going all in on water saving stuff?

Ugh, my buddy had the same weak faucet issue at his new office.

We had a pressure problem like that at our old office, same low flow fixtures. The plumber found a clogged pressure reducing valve on the main floor line. After @michael519 mentioned his buddy's issue, it made me remember that fix. They swapped the valve and it was like night and day.

Nah, I have to disagree - a clogged valve usually kills all floors, not just one fixture.
