Had a talk with a building manager about backflow testing

I ran into a building manager at a supply house in Phoenix last Tuesday who said he'd been skipping annual backflow tests on his 10-unit complex for 3 years. He told me "nobody's ever checked on it" and I had to explain the city fines plus the health risk. Anyone else run into property owners who just ignore these requirements?

lol that manager is playing a dangerous game and it's not even about the fines. the funniest part is he's probably saving like 200 bucks a year max while risking his tenants drinking who knows what. what gets me though is how many property owners forget that their insurance can drop them if something goes wrong and they skipped the test. like saving a few hundred now could cost you tens of thousands later if a pipe bursts and they find out you weren't compliant. i know a guy who lost his whole policy over this exact thing, ended up having to pay crazy rates for years after.
