Noticed the new riverwalk planters on Wacker, anyone know the deal?

Walked from State to LaSalle yesterday around lunch and those big new planters are everywhere now. I count maybe 40 of them just on that stretch. Some have tall grasses, some have those purple flowers, looks like they actually planned it out this time instead of the old sad bushes. Kind of makes the whole walk feel less like a parking lot with a view. Did the city fund these or is it a neighborhood group thing? Also curious if anyone knows what happens to them in winter. Last year a lot of the landscaping near the bridge looked dead by November.

Those purple flowers held up fine last winter on the stretch near Clark.
