Paid $400 for a resume writing service and got back a template

Last month I was job hunting and got desperate. Saw this resume service advertised everywhere, they promised interviews in 2 weeks. Paid $400 and got back a document that looked exactly like a free template I found on Google. No keywords, no tailoring to my industry, just my info plugged into a generic layout. I could have done it myself in an hour. Has anyone else tried these services and actually got something useful? Or is it all just a scam to prey on people who need work?
