Old timer said ignore the rain fly ratings, he was half right
A guy at the campsite in Shenandoah told me to skip the 3000mm fly and just use a tarp. First night was perfect, second night soaked my sleeping bag at 2 AM. Did I just get unlucky or is that advice actually bogus for shoulder season?

You said he told you to skip a 3000mm rated fly and just use a tarp? That old timer must have been camping in the desert his whole life. A tarp is fine for summer drizzle, but in Shenandoah in shoulder season you get wind driven rain that finds every gap. Ive seen tarps fail even in light rain if the pitch is off. Honestly, you didnt get unlucky, you got bad advice from a guy who probably hasnt slept out in October fog before.
