Saw something at a refinery in Baton Rouge that bugged me

I was on a turnaround down at the Exxon plant last week and noticed a crew grinding on a vessel with zero shade cloth up. The sun was cooking them and the sparks were just bouncing everywhere. Is that just how it goes on some sites or did I end up on a cheap contractor gig? Asking because I'm used to at least a bit of setup before we start hot work.

Man that sucks, I hate seeing crews get hung out to dry like that. Some contractors will cut every corner they can to save a buck, and shade cloth is one of the first things to go. I've been on sites where you gotta fight just to get water brought out, let alone proper spark protection. It's not just about comfort either, that sun mixed with hot metal is a real hazard, not a luxury. Hope you either said something or at least kept your own gear close, cause that crew deserved better.
