TIL the hard way that 'complete edition' on a $5 Steam key can still be missing 3 DLC packs

I grabbed a dirt cheap bundle thinking the 'complete' label meant everything, and when I booted it up the store page still showed $12.99 worth of add-ons I couldn't access, so now I check the exact DLC list line by line before I hit buy, has anyone else gotten burned by that fine print?

I read somewhere that some publishers rename the same game three times and call each one complete, that's a real trap.
