Why does Midtown turn into a parking lot every time it rains?

I drove through Midtown around 5:30 pm last Wednesday during that quick downpour, and it took me 45 minutes just to get from 10th Street to North Avenue. Everyone suddenly forgets how to merge and slows to 15 mph on Peachtree even when the road is clear. Is it just nervous drivers, or has anyone else noticed this only happens in the rain and not during normal rush hour?

Thought it was just bad drivers but merging really is worse in rain.
